County Auditor Internal/external county opening job title: County Auditor Department: Auditor (appointed by: The Board of District Judges of Gregg County, Texas) Salary: $113,000.00 - $120,000.00 Compensation: Competitive and negotiable, the salary for this position includes a generous benefits package. Statutory qualifications: (Tex. Loc. Gov't Code § 84.006) • Competent accountant with experience in auditing and accounting. • Thoroughly competent in public business details. • Unquestionably good moral character and intelligence. • Skilled in interpersonal communication and team building. Pass a criminal background check, bondable and possess a valid Texas Driver's License. Education and certification: Bachelor's degree or higher from an accredited college / university with preferably Public or Business Administration degree, Licensed Certified Public Accountant (CPA) preferred. Experience: At least 10 years' experience in progressively responsible public financial administration, management, and all aspects of fiscal management. A minimum of 5 or more years of executive level experience. Knowledge of Texas County Government is highly desirable. Required upon employment: County Auditor as per Texas Local Government Code, Sec 84.0085, must currently possess OR obtain within one (1) year of employment 40 classroom hours of instruction in courses relating to the duties of the county auditor. This education requirement must be continued each two year term. Skills: • Must create and maintain an environment of sound fiscal management and prescribe the system of accounting for the County implementing policy, procedures and forms to ensure the integrity and accuracy of financial records. • Adept in governmental auditing standards, Generally Accepted Accounting Principles (GAAP) and professional auditing standards (E.g. Institute of Internal Auditors "International Professional Practices Framework (IPPF). • Excellent judgment and diplomacy in a wide array of situations. • Excellent written and oral communication skills. • Ability to establish and maintain effective working relationships with public officials, department heads, employees, governmental agencies, vendors and the general public. • Knowledge of relevant local, state and federal laws • Knowledge of county departmental operations, organization, accountability and responsibility • Knowledge in the preparation and interpretation of statistical, technical and narrative reports • Skilled in planning, organizing, directing and coordinating the work of professional and clerical personnel • Skilled in problem analysis and the development and implementation of solutions • Knowledge of administrative management and planning • Maintain strict confidentiality. Job summary: The Gregg County Auditor (Auditor) is the statutory appointed officer charged with ensuring the strict enforcement of the laws governing Gregg County's (County) finances and compliance with applicable laws, regulations and policies. The Auditor is required to perform all of the office's duties with the highest level of professionalism, financial stewardship, and integrity. These statutory duties include, but are not limited to, general oversight of the books and records of county, district, and state officials authorized to receive or collect funds or other property used or belonging to the County. The Auditor position also manages a fully resourced office that includes various levels of staff members. The principal functions of the County Auditor's Office include financial accounting, payroll, accounts payable, accounts receivable, grants accounting and reporting, revenue accounting and forecasting, budgetary enforcement, interim, annual, financial, and budgetary reporting, and internal auditing. Gregg County does not have the elected office of County Treasurer so most of these duties are absorbed by the Gregg County Auditor's Office including but not limited to Investments of County Funds, Collateral handling and Receipt of all funds. The Office performs these duties and functions in accord with (1) GAAP for state and local governments, (2) professional auditing standards, including the Institute of Internal Auditors IPPF, (3) state and federal laws, and (4) County policy and procedures. The Auditor's Office also assists County departments to establish accounting systems and provides ancillary support to the Commissioners Court, County officials, department heads, and the public. Duties and responsibilities: The Auditor's responsibilities include, but are not limited to the following: • Prescribing the system of accounting for the County and its departments. • Prescribing the procedures for the receipt and disbursement of County funds and internal controls necessary to limit risks in all financial areas. • Administering a total budget of $100 million after adoption by the Governing Body of the County in strict compliance with the approved budget and certifying that the budget contains funds available to meet obligations. • Providing general oversight of the books and records of all County officials who are legally required to receive or collect money or property intended for County use or held in a fiduciary capacity. • Preparing, maintaining, and overseeing accounting records for all County funds, Community Supervision and Corrections Department and the Juvenile Probation Board. • Preparing the statutorily required Comprehensive Annual Financial Report (CAFR), and monthly financial reports as required by state statutes and voluntarily prepares adhoc reports upon need or request. • Performing compliance and financial reviews/audits of the records and accounts of County departments. • Presenting written reports of audits/reviews of County entities/departments for the Elected Official or Department Head, to the Commissioners Court, the Board of District Judges, or other appropriate auditees. • Examining and approving claims, bills, and accounts against the County and submitting audited claims lists to the Commissioners Court for consideration and approval. • Reviewing and processing the payroll for approximately 600 employees. • Preparing annual estimates of revenues for budgetary formulation purposes and certifying that revenue from intergovernmental contracts, grants, and debt proceeds not included in the current year's budget is available for disbursement during the fiscal year. • Acting as the Chief Financial Officer in the accounting and reporting in federal and state grant awards. • Attending regular and special meetings of the Commissioners Court. • Communicating orally and in writing with district judges, Commissioners Court, elected and appointed officials, news media, other governmental and corporate entities, voters, taxpayers, and the general public. • Coordinating and processing Open Records Requests in accordance with the Texas Public Information Act • Sit on various County committees in advisory capacities.

Aide II- Clinic (2026-2027)

Clinic Aide II Assists the school nurse and the principal in maintaining an efficient school clinic. Elementary School Requirements and Secondary Title I/Every Student Succeeds Act (ESSA) Campuses: Title I campus requires 48 hours of accredited college credit with some emphasis in child growth and development or related courses or two years verifiable experience as an educational aide or other related experience as approved by the district. Middle School and/or High School Requirements: High school diploma or general education degree (GED) certificate and two years' verifiable experience as an education aide or other related experience as approved by the district; or 15 semester hours of college credit with some emphasis in child growth and development or related courses or other related experience as approved by the district. State Board for Educator Certification for Educational Aide II. Must have current vision and hearing screening certification and American Heart Association CPR/First Aide certification or obtain such certifications within 90 calendar days from the date of employment. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required. Maintains a clean clinic per protocol. Requests supplies, as needed. Organizes and stocks supplies upon delivery. Administers first aid/CPR per American Heart Association/KISD guidelines. Notifies parents of illness or injury. Notifies principal, school nurse, and teacher(s) of any serious illness, new medical condition, or problem. Stores and administers medication per KISD policy. Maintains daily record of students seen in the clinic and other records delegated by the school nurse. Assists in filling out accident/incident reports; distributes copies per KISD guidelines, and notifies school nurse. Performs initial hearing and vision tests on new students and notifies school nurse of follow-up evaluation, if needed. Enters student health and immunization data into the computer as requested by the school nurse. Knows and complies with Texas Education Agency and KISD educator standards of conduct. Performs such other tasks as may be assigned by the school nurse or principal. This job has no supervisory responsibilities; however, the clinic aide works closely with students, faculty, and parents. Ability to use peripheral devices, high level language programming concepts, data management software, and application development tools. Prolonged sitting; regular kneeling/squatting, bending/stooping, pushing/pulling, twisting. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and talk or hear, to use hands to finger, handle, or feel, and to stand and walk. The employee is required to regularly lift and carry (less than 15 pounds). Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus. Repetitive hand motion; frequent keyboarding and use of mouse; regular walking, grasping/squeezing, wrist flexion/extension, reaching; may climb ladders. Regular moderate lifting and carrying (up to 44 pounds); occasional heavy lifting and carrying (45 pounds and over). Occasional district-wide travel to multiple campuses, as assigned. The noise level in the work environment is usually moderate. Work with frequent interruptions; emotional control under stress.
