Job Title Join the Department of Labor and Industries (L&I) and put your senior level accounting and technical skills to use. The Department of Labor & Industries (L&I's) Financial Management Division is comprised of five units that all contribute to maintaining the financial integrity of the agency. Our work is directly tied to L&I's goals and the agency mission To Keep Washington Safe and Working. Within L&I's Financial Services Program, our Fiscal Analysts support several specialized fiscal functions: Cashiering, Warrant Handling, Capital Asset Management, Accounts Payable, Revenue, Electronic Benefit Payments, and Accounts Receivable. We are looking for someone who: • Can focus beyond the program unit to understand the big picture of accounting at L&I • Has a process improvement mindset • Listens to their team, customers, and partners and is able to make thoughtful decisions • Is comfortable with change and can support a team during change • Can provide holistic leadership to their team • Can communicate clearly and fosters relationships based on mutual respect • Has an understanding of OneWA and Workday • Has experience in accruals and encumbrances Some of what you'll do: • Ensure the section operates effectively and accomplishes tasks accurately and timely to meet unit requirements and customer expectations. • Perform regular reviews and monitors the process to ensure invoices and reimbursement requests are processed timely and in compliance with L&I policies and state requirements. • Ensure proper account and transaction codes are used to comply with agency fiscal policies, Government Accepted Accounting Principles (GAAP) and Office of Financial Management (OFM) requirements. • Administer the Purchasing Card Program and the Travel Expense Management System (TEMS). • Ensure compliance with Federal Internal Revenue Service (IRS) 1099 requirements and issue IRS form 1099 to agency vendors timely. • Review agency policies for compliance. Identify and advise management of needed changes to improve internal control policies and procedures. • Provide technical guidance and training to staff. • Establish standard work and provide staff with clear performance expectations. • And much more! Required: • High school diploma or GED AND: • Seven (7) years of fiscal or related experience • A combination of three (3) years of fiscal or related experience AND a Bachelor's degree • A combination of five (5) years of fiscal or related experience AND an Associate's degree • Any combination of fiscal or related experience plus college experience that adds up to a total of seven (7) years. AND • The ability to take action to learn and grow. • The ability to take action to meet the needs of others. Desired: • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB). • Experience in training, coaching, mentoring, and providing feedback to staff in a lead position or supervisory role. Legal Assistant 3 This position offers a hybrid work arrangement, combining remote work with scheduled onsite work at our DOH facility in Tumwater, WA, approximately two (2) days per week after completion of the initial training period. The Opportunity Our Legal Assistant 3 provides independent expert level support to staff attorneys and paralegals within the Health Systems Quality Assurance (HSQA), Office of Investigative and LegalServices (OILS). They are responsible for final formatting and processing of legal documents in compliance with agency guidelines. Additionally, our Legal Assistant 3 ensures allegations of misconduct or unsafe care are addressed and resolved efficiently and effectively. Key Responsibilities Include: Legal Document Processing • Document Formatting and Assembly: Drafts and formats disciplinary documents and assembles supporting materials. • Signature and Service Routing: Distributes documents for signatures and processes them for service or judge review. • Incoming Document Assessment: Receives, reviews, and logs incoming mail, faxes, and emails. • AG Service Coordination (RAGS): Verifies evidence page numbering, converts files to .pdf, and transfers them to the Attorney General's Office via Box.com. • Digital Archiving: Scans hardcopy documents and email to staff based on specific protocols. Database Management & Quality Assurance • File Lifecycle Maintenance: Updates, crosschecks, and closes disciplinary files in the enforcement database. • Data Association: Links newly received documents and database actions to their corresponding legal or compliance files. • Companion Case Research: Researches related open or closed cases and duplicate disciplinary complaints. • Technical Troubleshooting: Consults with internal database users to resolve technical system problems. • Data Correction: Fixes data entry errors to ensure the accuracy of enforcement database reports. Scheduling, Logistics, & Evidence Management • Hearing Calendaring: Schedules and logs hearing dates in Outlook for staff attorneys and paralegals. • Timeline Facilitation: Coordinates meetings with legal and investigative teams to map out timelines for summary motions. • Chain of Custody Management: Receives physical evidence, reviews transfer memorandums, logs movements in the database, and safely routes hardcopies. Collaboration & Process Improvement • Interdisciplinary Collaboration: Works with investigators, attorneys, case managers, and compliance officers to deliver disciplinary services. • Process Optimization: Identifies daily workflow errors and recommends procedural or form changes to supervisors. • Manual and Knowledge Base Updates: Updates office procedure manuals, online databases, and reference materials as directed. • Regulatory Compliance Application: Applies specialized knowledge of disciplinary and adjudicative proceedings and policies to daily work.
