The Washington Lottery operates with the energy and innovation of a private-sector business—while serving a public mission—and we're looking for a Director of Legal Services who is excited to work in a fast-moving, multifaceted environment where no two days are the same. As the agency's senior legal authority, you will shape policy, safeguard compliance, guide operational decisions, and help drive strategic direction across a broad range of business areas. This role is ideal for someone who thrives at the intersection of law, business operations, ethics, government relations, and organizational leadership. Key Responsibilities: • Serves as a member of the Executive Leadership Team collaborating with other division directors to provide advice, direction, cross-program continuity, and unity of approach on all department programs. • Advise the agency on agency legal, operational, contractual, and policy matters. • Establish and maintain relationships and communication between Washington's Lottery and legislators, elected officials, work groups, tribal governments, government agencies, citizen groups, the media, and other stakeholders to promote effective policy development and partnerships. • Serve as the Rules Officer, review the agency's rules and statutes for adherence and ensuring all administrative requirements are met. • Serve as the Public Records Officer, ensuring all record requests are timely and accurately fulfilled. • Serve as the agency Contracts Officer, drafting and reviewing complex contracts and coordinating procurement. • Develop and implement agency legislative strategy. • Analyze all legislative proposals and related policies and provide legal analysis of potential legislation. Required Qualifications: • Juris Doctor from an accredited law school and 4 years of legal experience in government or private practice, with emphasis in any of the following areas: governmental procurements, administrative law, contract law, or finance. • Other combinations of education and experience may be considered. Required Competencies: • Ability to take action to learn and grow. • Ability to take action to meet the needs of others. Desired Qualifications: • One year of experience in at least three of the following areas (experience may be gained concurrently): - Testifying before legislative committees, - Attending executive meetings with specific legislators and legislative staff, - Drafting and reviewing legislation, - Negotiating with stakeholders, vendors, and other agencies, and - Experience working with the Governor's policy staff. The Opportunity Our Legal Assistant 3 provides independent expert level support to staff attorneys and paralegals within the Health Systems Quality Assurance (HSQA), Office of Investigative and LegalServices (OILS). They are responsible for final formatting and processing of legal documents in compliance with agency guidelines. Additionally, our Legal Assistant 3 ensures allegations of misconduct or unsafe care are addressed and resolved efficiently and effectively. Key Responsibilities Include: Legal Document Processing • Document Formatting and Assembly: Drafts and formats disciplinary documents and assembles supporting materials. • Signature and Service Routing: Distributes documents for signatures and processes them for service or judge review. • Incoming Document Assessment: Receives, reviews, and logs incoming mail, faxes, and emails. • AG Service Coordination (RAGS): Verifies evidence page numbering, converts files to .pdf, and transfers them to the Attorney General's Office via Box.com. • Digital Archiving: Scans hardcopy documents and email to staff based on specific protocols. Database Management & Quality Assurance • File Lifecycle Maintenance: Updates, crosschecks, and closes disciplinary files in the enforcement database. • Data Association: Links newly received documents and database actions to their corresponding legal or compliance files. • Companion Case Research: Researches related open or closed cases and duplicate disciplinary complaints. • Technical Troubleshooting: Consults with internal database users to resolve technical system problems. • Data Correction: Fixes data entry errors to ensure the accuracy of enforcement database reports. Scheduling, Logistics, & Evidence Management • Hearing Calendaring: Schedules and logs hearing dates in Outlook for staff attorneys and paralegals. • Timeline Facilitation: Coordinates meetings with legal and investigative teams to map out timelines for summary motions. • Chain of Custody Management: Receives physical evidence, reviews transfer memorandums, logs movements in the database, and safely routes hardcopies. Collaboration & Process Improvement • Interdisciplinary Collaboration: Works with investigators, attorneys, case managers, and compliance officers to deliver disciplinary services. • Process Optimization: Identifies daily workflow errors and recommends procedural or form changes to supervisors. • Manual and Knowledge Base Updates: Updates office procedure manuals, online databases, and reference materials as directed. • Regulatory Compliance Application: Applies specialized knowledge of disciplinary and adjudicative proceedings and policies to daily work.
